These capacitors have broken and turned into a direct wire to ground. This sends all the voltage directly to ground and prevents the phone from turning on. The main power rail can spontaneously have a capacitor short to ground from a voltage spike. The capacitor essentially becomes a wire directly to ground. Without the proper knowledge, identifying a shorted component is very difficult when the shorted line is very big.
